A participant is released or diverted without an ID, a phone, reliable transportation, or financial literacy, and is then expected to rebuild a life without structural support. When individuals face the legal system alone, the absence of representation, advocacy, and viable rehabilitation alternatives too often defaults to incarceration and generational disruption.
